On June 19-20, 2018 in Karagandy an international seminar on "Recognition of the results of formal and non-formal education and training" was organized by the National Office of the Erasmus + program in Kazakhstan.
UNESCO Almaty Cluster Office has contributed to the seminar as Valentina Belosluttseva from the Association of "Education for all in Kazakhstan on "Lifelong learning in Central Asia" and National consultant of UNESCO Almaty’s Sub-regional Study on Lifelong Learning with a focus on TVET and non-formal education in Central Asia presented on Actual Issues in Recognition of Additional (Informal) Education in Kazakhstan at the seminar. The seminar took place at the Karaganda Economic University of Kazpotrebsoyuz.The objectives of the seminar were to facilitate the discussion around the development of an unified national policy for the recognition of formal and non-formal education and training based on the experience of the European Union (EU) and the international community. In addition, to the seminar objectives considered strengthening cooperation between interested parties in creating tools that promote the development of procedures and recognition of formal and non-formal education and training.
Representatives of the Ministry of Education and Science of the Republic of Kazakhstan, the Ministry of Labor and Social Protection of the Republic of Kazakhstan, the National Chamber of Entrepreneurs, employers' associations, NGOs, rectors and deputies of universities, deans, representatives of centers for recognition and appropriation of qualifications, heads of colleges, members of the National experts team on reforming higher education in Kazakhstan were invited to participate in the seminar.
The program of the seminar included plenary presentations, discussions, and activities in small groups. Dr. Marek Frankovich, an expert of the Bologna Process, a professor at the Jagiellonian University of Poland, was invited to familiarize participants of the meeting with the experience of the EU countries in lifelong learning education and creating a system for recognizing the results of formal and non-formal education and training. He presented UNESCO Guidelines for the Recognition, Validation and Accreditation of the Outcomes of Non-formal and Informal Learning (2012) as well as European guidelines for validating non-formal and informal learning (2015).
As a result of the seminar, recommendations were adopted in the form of the action plan for establishing a procedure for recognizing the results of formal and non-formal education and training in Kazakhstan.
